A test run showed that it was quite stable towing in this position.

The basket won't work without being keyed on at the base, except it can be lowered without a key, for emergencies, I believe. Having used one on a college campus, we'd raise the basket to a steep enough angle so drunk idiot college kids couldn't climb on it and take themselves out of the gene pool.
